Paint fails from bad preparation far more often than from bad paint. A premium coating applied over chalky, loose or damp substrate fails at exactly the rate the material underneath it does. That is why the majority of the labor on a proper paint job happens before the finish coat is opened.
The second factor is timing. Exterior coatings need surface and air temperatures inside a specific range through the full cure, and the overnight low matters as much as the daytime high. How the surface gets ready
Surfaces are washed to remove chalk, dirt and mildew, then failed coating is scraped and sanded back to a sound edge. Bare substrate is spot-primed so the finish coat has something consistent to bond to, and joints that have opened are caulked before anything is applied.
Interior work follows the same logic on a shorter timeline. New drywall and patched areas get primed, because bare compound absorbs differently than painted surface and will flash through the finish otherwise. Stains that could bleed through get sealed rather than covered.
South and west elevations take the most sun and weather and will always need attention first. North faces stay damp longer and are where mildew shows up. Knowing which is which is part of specifying the work honestly.

Do interior walls need primer?

Can you paint over existing wood siding?
Yes, if the wood is sound. If the siding is splitting, cupping or has failed paint over a large percentage of the surface, prep costs start to approach the cost of replacement and the result has a shorter life. That is worth assessing honestly before committing to a repaint.
